Pathways to an Effective Plastics Treaty
- Plastic -As INC-5.2 approaches, negotiators have several decisive choices to make that this briefing seeks to highlight:
- how to consolidate elements of a deal on the treaty that can unite a critical mass of countries;
- what elements of flexibility can be included without sacrificing effectiveness;
- how to ensure efficient annex amendments and the role of choice architecture;
- whether and how to deploy voting during the INCs negotiations process, as well as during future plastic treaty COPs;
- and, what pivoting to an independent negotiation process could look like to deliver an effective treaty supported by a critical mass of countries outside UNEP, with later work to encourage broader ratifications.
