About the Report

  • This landscape report, a collaborative research with the Consumers’ Association of Penang, examines the environmental, social, and policy challenges behind the country’s growing shift to electric vehicles. The publication urges Malaysia to move beyond a narrow “zero-emissions” narrative by strengthening battery end-of-life management, promoting repair and reuse, reducing private vehicle dependence, and aligning EV policies with Zero Waste and resource efficiency principles.

Electric vehicle policies must move beyond the illusion of zero emissions. True sustainability demands that we confront battery end‑of‑life management, prioritize repair and reuse, embed resource efficiency, and reduce dependence on private cars. Zero emissions must mean zero waste. Only then can mobility be both clean and just.
